GitHub Copilot is the safest choice for a team that already lives inside GitHub and needs AI coding rolled out at enterprise scale.

Its coding agent turns a GitHub issue into a reviewable pull request natively, its org-level policy and content-exclusion controls are more mature than most competitors offer, and the multi-agent control plane (Claude Code + OpenAI Codex alongside Copilot) is unique among mainstream tools.

It is deliberately less aggressive than dedicated agents like Cursor or Devin, a better fit for teams that want reviewable, incremental automation than a fully autonomous coder. Outside the GitHub-plus-supported-IDE stack, the advantage narrows fast.

What does GitHub Copilot do?

Copilot completes code inline, answers codebase questions in chat, and (in agent mode / the Copilot coding agent) works a GitHub issue end-to-end: editing files, running checks and opening a PR for review.

The multi-agent control plane extends the same review surface to Claude Code (Anthropic) and OpenAI Codex, so a team can assign work to any of the three and review every resulting pull request the same way, from GitHub, VS Code, mobile or the CLI.
